Question 1/4 panel question

My 1969 Camaro has new 1/4 panels welded in with no rust on the welds, but no flange was put in on the original-new seam so the panel sticks out there (overlapping onto the old metal, 3/8ths down from the top body line), also there are what looks like rivets near the wheel wells which are sticking up as well. What can I do to fix these problems?

If the 1/4 is welded on the seam grind the welds down. Then you could put body filler in where the over lap is and smooth it up to the the body line. As far as the rivet looking things you could probably grind those off and fll in the grind marks with some body filler also. But I would make sure that these rivets aren`t holding the 1/4 in place. If this is the case I would put welds in before grinding the rivets.
