Well, still getting the code... I have a digital dash, and my odometer is now saying error, and my tripdometer is flickering all kinds of different numbers... Not sure if that's the ecm, or dash it's self. Where is the mileage memory located? Can't be the ecm, because even when the ecm is changed, the mileage doesn't change.

I assume its pre-OBDII being its a code 13? The reason the CEL doesn't come on until you drive it is, your o2 doesn't have a heater. The o2 doesn't get hot enough at idle, Doesn't go into closed loop, Computer doesn't even look at it. Once you take off down the road the o2 heats up, goes into closed loop, computer looks at it, and then see's something it doesn't like. Flips on the CEL. Going off your definition of the code it's saying the o2 isn't switching. IS IT? Should be 0-1v give or take a tenth. Should easily hit atleast .9v at WOT, and stay there as long as your foot is in it, then, should momentarily drop to near 0 when you close the throttle from that WOT run. Also you cant use a ohm meter to check the powers and grounds, you need to do a voltage drop.
Let me refrase that... you can ohm the grounds, but it's not the best way. You can get burned & miss something by doing it that way.
