10 digit vin identifier

I am researching a 1964 Chevy II Nova 4 door 230-6cyl. The vin plate on the post says G M of Canada 4469006150. It is authentic and rivets do not show tampering. Anyone have info on why there might not be 13 digits? Thanks

Car is too old for thirteen digit. That was started later..

The 13 character VIN was mandated by the US government to be used on all cars imported or built in the US as of 01 January 1966. For the 1980 model year a 17 character VIN was mandated based on an international standard. Prior to 1966 manufacturers all used their own identification number systems. The 66 version wasn't standard either -- it allowed a lot of flexibility as to what info was included and where, with only a few items and locations mandated. The ISO standard mandates certain items in certain locations, but does have a little flexibility.
