1960 international b 130 breaks

ok my neighbor has a 60 international B130 3/4 ton pickup well the breaks arent working. the thing is i have never seen a break set up like this master cly at fire wall single steel break line going to a (booster ?) mounted to the fender this has a vacuum line to manifold then break line coming out of this .buddy of mine says its an airbreak system ill try to post pics later.. anyone know bout these setups thanks

Need pics.....A power brake booster does not connect into the brake lines.
