First check the cables under the truck, most likely they are stuck/rusted. Part of the cable will be exposed, part runs through a semi rigid outer housing.
You will need some help, someone to work the parking brake while the other person is under the truck observing the operation of the cable.
If it is stuck, you might be able to work it free, most likely the enclosed sections will have to be replaced. http://www.lmctruck.com/icatalog/cbe/full.aspx?Page=89
The adjustment is done where the cable that exits the cab "T's" with the cable that operates the parking brake. The attached link shows the proper routing of the cable system.
If the cables are free and easily move, check the rear brake shoes for proper shoe friction material thickness and proper adjustment before adjusting the cable itself.
