Not sure of the exact torque, probably 25# or so......They also should be torqued in 2 or 3 steps in a specific pattern, just like head bolts.....from the centre out to the ends......
If you are leaking oil now, I would think that the gaskets need to be replaced.....you might get lucky just tightening them....maybe not

Torque should be 25# for aluminum 30# for cast and in steps like poncho said.

Ditto on the sealant. I had that problem even after final assembly with new gaskets on my edelbrock. Oil would pool in the center bolt locations. I removed them and ran a bead of permatex red under the washers on the intake bolts and have had no more problems.
