1965 Impala - Dead Fuse

Hello all,
Been trying to get my fuel gauge to work on my 65 Impala. Tested with a multimeter. Have continuity from sending unit to gauge. Tested the sender, checks out. Tested the gauge, checks out. Tested what should be the hot wire on the gauge plug. Dead. Started testing fuses. All are fine except the second from the top, marked Backup - Brake. Yes, I did test the fuse. Brake lights work fine so I'm assuming it's the parking brake light on the dash, which doesn't work. Tested the wire that should be hot on the backup light socket, that's dead. I have an od parts care I cut the plug from the fuel gauge so I could use it to wire the fuel gauge to run off the wiper fuse for now. Fuel gauge works fine like that for now.
So!
Am I correct in assuming there is a connection between my dead fuse and my gauges not working?
Can anyone point me in the right direction as to what to look for?
ALL harnesses in the care are new.
It was converted to an HEI
Everything else works great.

Any thoughts/advice/direction???

Dead Fuse Update

Turns out that 2 wires inside the new fuse box were not connected. They were soddered to a plug but not plugged onto the box.
No more problem.
