can this engine be bored safely to 4.00?

Safely???? I would first have the block sonic tested to see if there has been a core shift. If not then have a VERY GOOD machine shop do the work. Back in the day a lot of guys were building "301's" with the 30-30 Duntov cam and vette dual quad intakes.....hot set up then. Personally I wouldn't take it out that far, punch it .060 to a 292, you'll never know the difference and you'll still have some "meat" left in the cylinders.

All depends on your budget and if you want an O/D. If you could locate a 5 spd out of a newer 1/2 ton pick up.......or one of the old 4 spd muncies.
