The hot rod title will not work in Pa because it is to new of a vehical and at some point need some sort of title to start with.
The bill of sale can help in Pa but you need to go through the court of common pleas and prove no other title exists. I have found a notary that is somewhat knowledgeable in the process but the current owner of the vehical needs to contact the executor of the estate(in California) for a letter death certificate and proof of being the executor. Even having this it is still a gamble of getting the title. The bill of sale alone will not get you a title in Pa. Just curious but in Ga did you get a certificate of title or a letter of title?

In Indiana you can go to the BMV and obtain a form that can be sent in to the State. You can obtain all the history and a vehicle and it only cost you $8.00. I'd check with your State BMV. It's pretty cool that you can obtain all of your vehicles history, as long as, it was titled in your State.
