1990 ford 351 efi

351 efi feels like engine nosesover above 3000rpm, it feels like engine power plains out and does not want to rev .

Fuel filter, pump pressure/volume and exhaust backpressure for starting points, also make sure the timing is set right, SPOUT unplugged, and base set to 10 degrees BTDC. also, just for shiggles, hook up a dwell meter, and see if the dwell is all over the place. I know this is electronic ECM controoled ignition, but this will help eliminate a bad ECM, as it controls "dwell".
