1995 chevy 1500 starter dragging

okay guru's, my son 's been working on 1995 chevy with 5.7. try to crank it, and it drags down like starter is stickin. put new starter on same thing. get it cranked and take the cable off and it still runs, i thought this eliminates alternator being bad, if it runs with cable off. but voltage shows low on gauge.

Truck could have been underwater in Katrina flood. All grounds could be bad. Replace + and - battery cables and run new ground lines body to motor, motor to frame. Grind down to bare metal.

not a katrina truck, but thought it was possibly the grounds though
