1997 Grand Am Engine won't shut off while in gear!

I need your help here guys. I have a safety issue with my 1997 Grand Am GT. I am not able to kill engine power when the car is in gear and as a result my vehicle won't pass a safety inspection to get it licensed. I have tried cleaning the BTSI solenoid on the shifter (which by the way released the key to turn properly and start the car normally), replaced the park lock solenoid in the steering column, removed old defunct/butchered in remote starter, tried changing out ignition switch with another used one, swapped out ECM for another used one and none of these fixed my problem. I believe that the remote starter may have caused these issues originally since a fuse was welded/melted into one of the fuse holders for the remote starter. Also when I got the car it had a burnt out fuse for the horn and cigarette lighter.

I'm thoroughly stumped on this one and need some extra expertise here. Don't want to pay GM if I don't have to! Thanks so much guys.

Is there any lights on in the dash like airbag light or security system. Could be a problem with the pass-lock system.

There are no lights that stay illuminated on the dash after start up. I also kept the bypass module from the original command start and it is working fine. Car starts fine and shuts off fine, other than when it is in gear. Another thing.....when I try to shut off the engine while in gear it will kill all the accessories like radio and dash lights, headlights, etc.. but will not kill the engine.

Sounds like the ignition switch is either out of adjustment or bad. The fact that all the accessories shut down but the ignition doesnt sort of proves that. It is just not moving quite enough to kill the ignition wire.
Check to see if it adjustable, most are.

Case Closed!!!!!!!!

Well guys, due to a little extra thinking time over Christmas I was able to think of a few extra possible solutions. The first one that I tried was to change one wire on the ignition bypass. I pulled off one wire that joined across two separate wires and guess what??? The engine shuts off in gear. I had temporarily (with jumpers) wired the bypass back into the harness the exact way that the previous installer/butcher had it in there before I removed the defunct remote starter. I guess it was backfeeding enough power to keep the engine running. Probably a good thing that the entire car didn't burn up!! Needless to say, going in for final safety tomorrow!! Thanks for your input guys!!
