1998 Mustang Gt Auto Shifting Problem

I just bought a high mileage 98 gt auto.If I floor it from a stop,it will not shift. You have to lift up of the throttle so it will shift.
No codes,I did change the fluid and filter. It does not slip.Any ideals???

.............and will a trans from a 1997 thunderbird fit? (I know someone who has one)
