1999 camaro wiper motor

I have helping a buddy fix his wipers on his 99 camaro. I need to get to the wiper motor. I can un-clip the plastic cowl cover and see the motor way back in there, I am wondering if the motor can be accessed from under the dash or would be it easier to remove the left front fender? Any thoughts would be useful, and thanks in advance.

Did you look at a shop manual for that model and year? Might be worth the look.
