302 valve issues

Hello peoples,
I have a 1975 Ford F100 w/302 (not sure if its original or not) when i got the truck it had some issues like the timing 180 out, little things like that. My question and problem is that no matter what i do i have a valve that does not close properly, at idle it has a sound (close to a water pump bearing going bad, or a leaking header) but if you get on it a little, it goes away, as soon as you let off, it comes back. I have adjusted the rockers, and installed a new gasket on the header, and still no change. does anyone have any suggestions?

Take a basic compression test. Results will dictate your course of action. Stuck valve is usually carboned up from bad guide/seat or bent.
