305 TPI won't start without priming

Hello,

I'm posting for my father-in-law. He is building a 1939 Chevy 2 door sedan hotrod. He has a 305 TPI out of a mid 80s Iroc Camaro. He had a new chip burned for the computer and the engine ran on that computer when tested prior to rebuilding the engine. He rebuilt the engine and finished wiring the car.The car is nearly finished, the computer and all the wiring is installed.
The first problem is, the engine will only start by priming the intake with fuel. Once it is started it runs fine. It seems like the computer is not sending fuel to the injectors when the key is turned.
The second problem is, once the engine is started and running, the intake is making a loud "vacuum" noise. Any ideas why?

Is the fuel pump getting 12V during engine cranking?

For some years on those TPI intakes GM installed a ninth injector to handle cold starts. See if you have this and that its hooked up. Should be on driver side on back two runners.
