Post `33 Ford disc brake conversion

Looking for some help on converting `33 Ford drum brakes to disc brakes in front. Master cylinder is located under the floor.

Having problem with soft peddle after conversion. Have converted drum brakes over to disc and have done the following: 1. Installed new master cylinder, (`69 mustang); 2.Installed residual valve for the front 2 lb. and installed 10 lb. for the rear; 3. Proportioning valve installed in the rear system. Having problems getting a hard peddle. Have bled with a pressure bleeder and still have no pressure in brake system. Master cylinder replaced twice and have replaced the front residual valve twice.

Any ideas on fixing the problem would be greatly appreciated.
