I may be way off base here but if its diesling wouldn't that be a timing issue?

I dunno what you mean by "racing the engine" what rpm?
If u try to hold it steady at lets say 2500 what happens? Run on can be caused by several things,so start here. After u shut it off n it quits dieseling try to start it. Does the starter labor n stop? If so maybe timing too advanced. Where do u have the timing set at? Run ur engine idling at 3000 start advancing timing by turning dizzy until engine starts skipping a little,back it off til it smooths out,back to slow idle n check where ur initial is with a timing light,then come up to 3gs again n check where ur total is,should be round 36* or so. R u runnin a avc advance? If so is it hooked up to man or venturi vac. What jets r u running? what plugs? This could be a number of things The manifold n spacer u r runnin is meant for hi RPM but that doesnt mean it should surge at hi idl. Thers not a lot of info on your post,need more. What cam,what jetting,what timing,do u have a degree tape on damper,timing pointer could be marked wrong,list more info on your motor n Im sure youll get plenty of help
