350 turbo trans takes off in 2nd

I have an aftermarket built hi-performance 350 turbo trans behind a 383 chevy stroker. Everything was o k for about a year 1/2 and 1000 miles, until it began taking off in 2nd gear and bypassing 1st. If I manually shift the trans. it will shift o k. However, no matter how much gas pedal I use; to initially take off in drive, or try and use the kick-down while in 2nd and accelerating it won't go into 1st. Vac modulator and hoses are o k , as is the kick-down linkage & its adjustment.I would appreciate any help & ideas.

governor is stuck most likely. its right in front of the tailshaft on the driver side i think. pry the cover off with a big flathead screwdriver and pull it out while turning it counter clockwise. make sure the valve in the middle moves freely up and down and the weights are moving freely. check the roll pin that holds the drive gear in place, it may have come out. there are only two mechanical things that shift a th350, the modulator and the governor. this can be done with the trans in car. use jackstands! do it safely or dont do it at all!

I remove the Governor and examined it carefully. Everything moves very easily with no rough spots.I noticed that the cover has a dimple in the center that appears to be there to keep the Governor in place under operation. it is possible to control the governors position in and out of the trans. casing, by moving the dimples location in and out by hammering the dimple in the middle of the sheet metal cover. I have at my disposal a shift recalibration kit, containing different tension springs and various weights. These are supposed to change the shift rpm points,so I doubt they'll do any good...but if so,I have them. I have several old trannys if anyone thinks my gov. may be bad. If I must open it up, what do I look For? I need a little help !THANKS A LOT
