I think so, if you are referring to 4V closed chamber heads.
this is just MY OPINION.
if you already have Cleveland parts stashed & want to build a "C". building a Cleveland or a Clevor ( "C" heads on a Windsor) is a bit more expensive than building a Windsor.
the cost of "C" heads in good shape depends on the condition of stated parts & what has or has not been modified.
"C" heads on E-Bay seem to average in the 3 to 5 hundred dollar range. 2v heads will usually be less.
again, this is my opinion.

351 C two barrel heads are not that hard to come by. You can find them on 351C, 351M and 400 engines which were made up into the early 80's. The open chamber four barrel heads are easier to find than the closed chamber versions, but they are still obtainable. The Australians made a closed chamber two barrel Cleveland head that that mixes the best from the two and four barrel Cleveland heads. Finding a good 351c block is alot harder since alot of them have been used up over the years. They quit making the 351c in the U.S. in 1974 but they continued its production in Australia into the 80's. The Australian 351C is alot better than the U.S. stuff, thicker castings with more nickle in their iron. If you want a 351C try look into using the Australian castings.
