I have a 1970 350 2 bolt main and i want to build a 383.. Do you need a 4 bolt main to build a 383

Nope, 2 bolt will work just fine for a naturally aspirated engine.

Depends on how much rpm you intend to turn it up to. Elaborate more on what you intend to do, question is too generic to currently answer.

A 4-bolt block is not an automatic requirement, plenty of low rpm 383's have been built on 2-bolt blocks.
