Neither one of those will last very long in stock form. Either can be built to take the abuse, but it takes aftermarket parts to do it.

"Best" depends on how you plan to modify it. The Turbo Buick community has found and fixed about every weak point on the 200-4R and upgrade parts are readily available. The nice thing about the 200-4R is that the trans is the same overall length as a TH350 or Powerglide. The trans mount location is in the same place as on the TH400. This makes is a bolt-in on earlier vehicles and you can usually find a stock driveshaft that fits. The 700R4 is unique in these dimensions. This isn't a big deal, it just requires drilling a few holes and having a driveshaft made.

The other fundamental difference is the gear ratios. The 700R4 has a steeper first gear, which might be better for towing. Unfortunately this also means that there's a big ratio drop between first and second. The 200-4R has more evenly spaced shifts.
