383 issues

Ok I'm building a 383 with dome top pistons, they have two valve reliefs and now I'm second guessing myself...do the reliefs go on top or bottom

The valve reliefs go to the top, the dome goes to the bottom. If you installed them the opposite way the dome would crash into the flat quench portion of the head and wreck havoc.

The domes would hit the deck of the head before you reach TDC. You should be able to look in the spark plug hole and see the dome as the piston comes up to TDC.

Is the engine already together or just mocked up?
