A good excercise would be to check for true TDC and set the pointer on the damper. Make sure that the timing pointer lines up with the 0 mark on the damper when #1 piston is at true TDC. Use a piston stop.

It could be that you are off on the mark (slipped damper outer ring, wrong pointer, inaccurate pointer etc.) thus the timing is actaully less/more than you are reading with the light. This procedure is well worth the effort.
