Buy a crate motor if you don't want to put it together yourself.

You aren't going to find a shop that will build, install and then warranty a 383 cheap. The cheap places don't usually warranty their work, and the places that do are generally expensive .

Time to pick up a book and learn how to install a crate motor. It's rather easy. The hardest part is aligning the engine/transmission.

What you save on installation costs you can use to buy all new tools.
