can the crank in the 400 be balanced internally so i can reuse my fluid damper and aluminum 153 tooth manual drive flywheel from my 350 cuin eng.

Anything is possible given enough money. This is not done because it would cost more to balance it than to use the correct flyweel and balancer.

A 400 crank can be internally balanced, but it's a pain in the butt, and requires the use of heavy metal (mallory metal) and is expensive. Either buy the right crank (cheap these days) or buy the right balancer and flywheel.

thanks guys . i bought the 400sb engines complete and was hoping to reuse some of my 350 parts, after i rebuild one of them.

You can buy an externally balanced balancer and flywheel pretty cheap, so that by far is the way to go.
