Anything is possible given enough money. This is not done because it would cost more to balance it than to use the correct flyweel and balancer.

A 400 crank can be internally balanced, but it's a pain in the butt, and requires the use of heavy metal (mallory metal) and is expensive. Either buy the right crank (cheap these days) or buy the right balancer and flywheel.

You can buy an externally balanced balancer and flywheel pretty cheap, so that by far is the way to go.
