400 hp 350

I'm going to use a 1996 to 1998 vortec 350 to start my build. My goal is 400 hp. To do this I've heard anything from a cam swap to the whole top end. So what would I actually need to do this. I wouldnt mind keeping fuel injection if the stock tbi will do it but I don't have a problem with going carburated. Any ideas?
