Check out this link here from a hotrodders forum:

list your 400 or 406 sbc combo's here,,, what works the best for you

These combos will give you an idea of what to exspect. As for 2k... I would say will come short of the HP/TQ goals that you want!!!

you dont have a chance for 2k, you need to look closer to 5-7k, and then you mention a 700R4, which i am a fan of and that is what i run, but you will spend another 2k for a 700r4 and stall that will handle that kind of power

you mention 400rwhp and 475rwtq, to make this you'll have to be making around 500fwhp and 590fwtq (18-20% parrisitic loss) the ratio of hp/tq is kind of awkward for a SBC it would be very possible with a BBC, with any motor when you start making some serious horsepower your tq will not follow as much
example: i run a .040 383 with 525hp and 500tq

with the cams that it takes to make high hp you're not going to be able to make tons of tq as well.

if you want these kind of numbers you might as well be ready to spend about 8k+ for your drivetrain

buy $2000 in scratch offs and hope you win enough to build a boosted small block or a nice big block. Either way you're looking at atleast 5G's if all you have is a block.

You can build relatively simple, straight forward 400sbc combos that will make the HP you are after but at just $2K you are a bit underfunded.

A street/strip 406 sbc combo would look something like this:

400+.030" 2bolt block "0 decked" and will probabily require line honing the mains and stock reground GM 400 crank.
GM 5.7" connecting rods. (350 rods +ARP rod bolts hand clearanced for cam lobe clearance)
KB 147 pistons. balanced rotating assembely.
Brodix IK200 64cc heads with minor hand port cleanup.
Edelbrock performer RPM air gap Port matched.
Holley/proform 750hp carb.
1-3/4" long tube headers dual 2.5" exhaust.
Complete Comp cams street mechanical roller cam kit. comp #K12-771-8
Summit/Scorpion 1.6:1 aluminum roller rockers
recurved GM HEI distributor with MSD HEI coil.

A th-350 trans will work a lot better and for a lot less.
10" "3500 stall" converter, 3.73 gears.
A overdrive trans is not much use on this combo. Just adds unnessessary cost and complexity with less relability.
This combo will cruise very nicely, yet go like hell.
You'll need some sticky rear tires and a drive shaft loop and some AIR-lift rear air bags will help a lot to get that El Camino to bite at the track.

Requires 92 octane gas.

Depending on what machine work needs done to the block as well as other pieces such as cylinder heads, cam, headers, intake, then your going to come up somewhat short. What pieces do you have?

Money/parts

Sorry i wasn't to clear when when i said i have a 509 block i meant a complete stock engine complete my brother has a 800 demon carb for me and i have a victor jr intake for it. the $2000 is just for the engine i have other money for the transmission/drive train. I am more curious as to the head/cam portion of the build and what could potentially get me to my mark which isn't set in stone

What heads do you have? Stock smog heads will never reach your power goal. What cam? headers? If it`s a street machine I don`t recommend a Vic jr. I would use a dual plane intake. When I do a build, I keep in mind the combo needs to match to make max power. Along with matching components comes other items like stall converters, posi traction rears and gears.

these are all really good heads that should get you there:

i dont know exactly the use of the vehicle but these cams with the heads listed above should have you over 500hp with the right tune

these are just ideas, they will make some great power, but you need to research what you really want and make an educated pruchase. you will likely still have a hard time keeping the price below 2k, your previous post was a little confusing so i still dont know if you will need to build a short block or not, but if so the short block will take up the majority of that 2k, and if you have a complete stock 400, you will need to rebuild it with a new rotating assembly in order to handle the 500hp
