I can get the carb from a buddy for 250 brand new.

My second question is why are the secondaries bigger on the Edelbrock 750 than the Edelbrock 800? Thanks.

They aren't. Read it again.
750 is 1 11/16.
800 is 1 3/4.
1 3/4 is equal to 1 12/16.
It's a 1/16 bigger.
Basic math!

800 performer Primary .113, Secondary .101

750 performer Primary .110, Secondary .107

Was the 800 and air gap intake manifold I linked earlier a good combo for a 408?

Yes.
As for the jets. Also make sure you're comparing the same type carb. Manual choke or electric choke models. Also note the metering rod changes.

Ok little update. I was able to get a holley avenger 770 installed and tuned for 280. It is amazing how much power I have been missing out on. I am in love.
