451m/400 budget build

Here are my plans. I would like to build a street 400 to put back in to my 72 ford ltd with 57,XXX. looking to not go over around $1500 mark. From what i have gathered the cr was horrible in these engines from the factory. To fix this i was thinking of putting a set of aussy 2v or 351 c 2v heads on it. Which would fix the cr problem. but any ideas on what the cr would be with either of those heads on it? next what would be a good street cam. The final question i guess would be to rebuild the block itself. Would i be able to get away with just using a regular rebuild kit if every thing shows normal wear?
