Never use RTV there, it is useless with the pressure on the servo cover.
I have never seen a snap ring in place when a cover blows off the 2-4 servo cover. I'd replace the cover and snap ring.
Although..... TransGo used to offer in his kits a thinner snap ring to allow the servo cover to move out slightly to increase band clearance. In my opinion That was a bad Idea from TransGo and that perhaps is the problem here?
