If I understand your question (you are a master of understatement!), it is the lift of the cam lobe in inches. in otherwords, as the cam rotates, the pushrod will cycle up and down 1/2".

Or maybe they meant .050"....the lifter distance off the cam's base circle when degreeing.

It is a point at which duration is measured. It has become somewhat of a standard of measurement from which to compare the duration of two cams having different duration characteristics.

That's better! F1 has it right. Because of the infinite number of possible cam shapes it is difficult to say exactly when any one cam first begins to move the lifter and the very instant the valve in the combustion chamber begins to open. Thus the cam industry has standardized on the point where the lifter is raised 0.050" as the point they specify the degrees of crank rotation associated with valve opening.
