cool truck. I would think is has an oil filter on it, just look around and try to find it. I don't know if it's 6 or 12 volt but i'm sure someone here knows. If it turns out to be 6 volt then you will need a new starter, alternator, and ign coil. As for the rocker arm oiling, try to find pushrods with larger oil holes (or whatever they're called).
