57 chevy belair wiring trouble

Working On 1957 chevy belair costumer brought it in with an electrical prob. When u turn the ignition key the instrument panel lights come on with the light switch turned off,i started at the fuse panel and its hard to read the labels ( rubbed out)

More likely the headlight switch, might be as easy as a wire rubbed thru from the dash lights, on to the always hot terminal....... or it has been miswired with the dash lights hooked to the wrong terminal.
