62 Ford Galaxie Lower Control Arm Question

Just need to ask (probably a dumb question) I went to remove the lower Control Arm "A-Frame" on my 62 and was able to remove the back bolt but the front bolt appears to have a pressed on washer keeping the A frame bolt from being removed. Is it the norm NOT to be able to remove the front suspension arm bolt on this car?
