Just lay the pad over the springs and hog ring it down, it doesn't have to be tight, it just needs to be kept from shifting around. Yes, the hog rings will go completely through the deck pad. The next step is the foam. That should be glued to the deck pad just enough to keep it from shifting around. That can be done with foam to foam type glue, but you can use contact adhesive if you want. I use foam to foam glue because it sets up quicker and I don't have to wait for it to dry. Also, it's more forgiving, so if I have to take the foam off to re-position it, I can. If you have to do that, don't let the glue dry before doing it.
