67 camaro spring perch

First let me say that this is a great site and I'm glad I found it , its been very helpful.
My problem is with the front spring perch on the leaf. Two of the bolts have spun in thier cage or broke loose from the weld to the floor, I cut away the floor over the bolt nearest the outside of the car so that one is fine. There is one of the bolts holding the perch going through the "frame rail" I cut the floor out over this one but there is another layer of metal I don't know if this a structural part of the frame rail or if I can just cut it out and weld it back in. Any help or advice anyone can give would be greatly appreciated, I don't want to do more damage than good.

Cut/grind off the bolt heads from underneath and drill thru the bolts.

I think those are clipped nuts. If so, you can just mangle them off after cutting the heads, and replace them. If not, drill and tap. there should be no reason to go through from the top that I can think of.

You are talking about the front eye bracket right?
