69 Chev 350 block has a distributor bushing?

I pulled the top half off of an Impala 69 chev 350 and when the distributor came up it pulled a bushing out of the block. I've never seen anything like this. The bushing was stuck to the distributor and won't pass through the intake manifold. I was hoping to salvage all the parts especially the block but now am wondering if the bushing will go in straight. Has anyone else seen a chev smallblock with a bushing like this? I'm thinking GM had maybe a bad production run on some blocks and used a bushing to correct some alignment problems?

The blocks I have seen with the bushings in them have had a tack weld on the bottom side.
