69 chevelle

My 17 year old son has inherited his mothers car. Recently he had it converted over to HEI, new edelbrock 4 barrel quad and exhaust. Runs great! But..... plugs are carbon fowling horribly. He had an anti-fowler on one plug as an experiment and it still looks brand new. Any suggestions/help on reason for fowling? He is running AC DELCO plug R43TS gapped at 070.

Gap should be .045,
try that first then if it continues, a compression/vacuum
test should be your next step to see what is going on with the internals of the motor.
