I don't want to sound like a jerk here but it sounds to me that if you do not even know the basics like filling with fluid ..or how to adjust the tv cable you should spend the couple bucks and head down to to your closest automatic shop and spend $50.00 to have it set up and adjusted or condemed..one trip around the block with improper tv cable adjustment and you could toast if if you haven't done that allready...this is just too costly to mess with for $50 lousy bucks.....my opinion..fatchuk

Fatchuk is right

You need to bite the bullet and have someone check it out. If you don't know the basics, the rest of the recommendations is moot.
The governor might not be working right also.
