Shifting at 10 MPH? What, at full throttle? Or at part throttle?
If at full, then either you have a 9:1 axle, or a diesel governor, or your TV cable is way out of adjustment, or your line pressure is far too high, probably due to the pressure regulator spring. If at part, then there's nothing wrong, but if you want it later, you should probably start with a stiffer spring for the pressure regulator. |

the harder the spring tension, the earlier it will shift as where the lighter springs will bring the shifts up later. on the weights, the lighter the weights, the longer it will hold the shift where as the heavier weights will provide earlier heavy/ full throttle shifts. |
