700r4 False Fail Safe Ball Reset ??

I have been reading a lot about the tranny going in false fail safe mode. What do you do to get it out of this mode? The problem I am having is my tranny doesn't shift at low RPM's. I did adjust the TV cable but still no real difference. I am going to test the line pressure tomorrow to see what it reads. Any feedback would be a big help. Thanks

OK I went to do the line pressure test today to see what it was reading. First before I started it I pulled on the TV cable about 10 times or so. The cable felt pretty firm. I drove it down the road to warm the tranny up and it was shifting the way it should. I drove about 1/4 mile and came to a red light when light turned green and I pulled out it wouldn't shift until it got to a high rpm just like before. So I got it home and pull on the cable when it was still running and the cable felt like nothing was there. I shut it off and it was firm restarted and it was soft. Is how the cable should feel ? Then I checked the main line pressure and in park it was reading 150 psi when I pulled the cable it move down to about 135 psi. After I pulled it a few time and let go it dropped to 145 psi and stayed there. Now would this mean that the TV valve is bad??? Or is it something else? Sorry from such the long story but I figured any info will help. Please if you have any ideas let me know. Thanks for take the time to read my post.
