boost valve must remain in position in the pump for pressure. Sitting in the pan is not good,
not up shift? TV cable adjusted? Minimum adjustment is important too IF the fail safe check ball is installed.
Worn TV bore can cause "false fail safe" condition to.
Governor is stuck = no shifts.
Governor gear broken = no shifts
