Has any work been done to it?
Mileage on Trans?
When it does go into 3rd, is it a firm or slipping shift?
What about 4th gear?

the way he talked he said once it went into gear it would do fine it just didnt like to shift as for mileage I am unsure I will ask him about it today.
I think it has 1xx,xxx miles on it but I will get a better estimate today and post back.

With that mileage & those symptoms it will probably need a complete overhaul. 3-4 Clutch pack is probably smoked etc...
Do you know what Year model it is?
87-92/93 models are the best Cores to build, the newer the better. They have the most Factory upgrades. Older models cost much more to build if you upgrade internal Hard parts.

93/93 & newer 700R4/4L60 are Electronically controlled.
82 thru 92/93 only use Electric for TCC lockup control.
TCC = TorqueConverterClutch.

Look in the Knowledge Base for 700R4 ID Info.

TCC should have a 4-Pin plug like this > http://www.hughesperformance.com/pdfs/HP700-R4.pdf

The TV/ThrottleValve cable adjustment is the most important piece of the 700R4. It controls line pressure, shift points, shift feel, part throttle downshifts and the detent downshifts.
Too loose = low pressure, early, soft shifts & burnt clutches.
TV 101, 3-Part Article >> http://www.tvmadeez.com/article/index.php

You'll miss the 700-R4s' low 3.06 1st gear and .70 4th/Od gear if you swap to the TH400 Trans.

GM Trans Gear Ratios:
Trans--------1st-----2nd-----3rd------4th Gear----
TH400-------2.48----1.48----1.00-------------------
TH700R4-----3.06----1.62----1.00------0.70----------
