Water in a Trans = BAD.
Could have caused corrosion on any number of parts, Shift valves etc...
The Bonding agent used to secure the Clutch friction material to the Clutch plates & Band is water based, if all the water wasn't removed the 1st time the Trans gets Hot it can steam the clutch material off.

Depending on how long the water was in there, it could have caused several problems. As mentioned already, water seperates the glue that holds the friction material to the steel backing plates. The other big possibility is rust. The 700 uses a cast iron valve body and has steel valves. A valve could have stuck. It's also possib;e that the governor has stuck. How did you get the water out of it?
