700r4 Tcc ?

I was driving my 1991 GMC 5.7/ 700R4 with my scanner hooked up this morning. I noticed that going down the highway 65-70 mph, the TCC light is lite up showing the converter is locked up. When I would let off the gas the light would go out (converter unlocked), when I got back on the throttle the converter would lockup again.
Is this the normal operation?

some what common.

GM changed operational parameters on later vehicles to allow TCC disengagement on "lift throttle". This allows the vehicle to slow without creating a chuggle or posting effect, ie. the trans driving the engine as would happen at slower speeds with the TCC on.
