corvettes use a different governor than the majority of 700's put in chevy cars and trucks.
to the OP, its not out of the question that the valve body may have some sticky shift valves. one question, did the trans ever get 3rd and 4th gears? theres another post in here i replied to that has the basic same problem as your having and theres the possibility if the trans doesnt have 3rd or 4th gears that the 2-3 accumulator capsule that is behind the 2-4 servo is either bad or the old one was removed and a new one was never installed during the build. so, as long as the fluid has not been run low, and does not smell burnt, i wouldnt think the trans would need to be pulled.
