72 Chevelle gas gauge and heater

Hello Guys-
I have a 72 chevelle and the gas gauge and the heater are inoperable.
I though I found the problem with the heater, there was a cut wire behind the dash that connected back together, but still nothing. The blower motor doesnt come on, nothing at all.
Gas gauge raises itself to a 1/4 tank and then goes away.
Any suggestions?
