How is the 2-3 shift when cold? These units seem to have a problem with the front clutch. It is the driving member in reverse, and shares duties in 3rd gear with the forward clutch. If 3rd is ok, even when cold the problem has to be with the low/reverse band. You can try adjusting it, but if it needs to be adjusted in a long ways, there is a good chance the lining is worn pretty much off the band. The only fix for it is to replace the band. While you are at it, a manual valve kit would be a smart investment, it will provide converter flow in park, and also help to prevent band dragging and burning, a fairly common problem with the 727.
