727 slips from 2nd to 3rd

I have a rebuilt 727 all new pump everything except the valve body, it is slipping while shifting from 2nd to 3rd once its shifted there is no slipage while moving, and it seems to be worse when cold gets better once its warmed up,
could it be the valve body?...

clutch pack clearance in direct drum and the band adjustment are a critical area of the 727 for a clean 2-3 shift.

Is the throttle valve linkage set correctly?

Was there a shift improver kit installed in the v-body?

was the wavey snap ring re-used in the direct clutch drum?

What is the setting on the 2nd gear band?

I set the clearance to the manual specs on the clutches, i did reuse the wave snap ring, the band were tourqed to the manual specs inch pounds then backed off the # turns, don't rem off the top of head how many. there is no shift inprover kit installed..... the throttle valve linkage was set to specs. enless i am going about any of the ajustments wrong....
So far the sounds of what you are asking you might not think it could be the valve body?..

sounds like shifts points are too low, try later shift points. normal 1-2 18 to 22 mph 2-3 shifts 30-35 depends on your foot. I set my bands with pan off but motor states 2nd band all the way in back off 3/4 turn.

I'll try the shift points and see what happens...
The bands in my manual say something like 70 in pounds not sure exactly i would have to look it up, then back off 2 1/2 turns....
